ARCADIA — A war of words erupted Tuesday at the Arcadia City Council meeting. But, this time, it came from the audience as a polarizing topic was discussed: the homeless situation.

In a standing-room-only chamber, the council heard passionate pleas from organizations that help the homeless, and impassioned and inflamed comments from residents and downtown merchants.
